postgresql 13 is being used, 10 is also installed

The 13 version did bring some changes and we deal better with that in rockstor version 4.5.0-0 testing channel, it’s actually a dependency of that rpm. Where-as 4.1.0-0 was dependant on postgresql 10. And from your log it looks like the Django version used at that time was from 4.1.0-0, rockstor version 4.5.0-0 now uses 1.11.29:

I am not seeing them in the /etc/fstabs file

yes, we do our own mounting so it’s normal to not see the pools in fstab.

The following command should help here (run as the root user):

zypper info rockstor

paste the output back into this thread and it should help others here on the forum with context.
