that’s a fairly old image you are using for the fresh install. Have you consider using the most recent one (following the instructions for creating a bootable USB, etc.) from here: http://rockstor.com/docs/quickstart.html#
I’ve experienced that issue in earlier versions as well (different table-ids), but at least in the interim the advice from this thread had helped, and it did go away for me in subsequent updates:
