How does one access owncloud from outside my local network. Works fine on my network. But tried to log in using hotspot from my phone and no go.

You need to open Rockstor to the internet in your router. You can set DMZ host to the IP that Rockstor uses or checkout the wiki to see which ports it uses and open those specific ports up, which is a better option.
