No space on device, system drive showing as 100% used when its only about 50% used

Thanks for clarifying my thoughts that this was the docker images.

Now the problem i have is that its not just the webservice that not running its also btrfs, docker, almost any service that requires space on the root system partition.

So unfortunatly without the docker daemon running im not able to issue any docker commands.
